Having events requiring high level drops that cannot be easily gotten unless using a hardcore solo farming build (that most players won't know how to do) is clearly a bad idea.

All the previous events only required drops from easily soloable newbie areas. Not sure why this event broke with that tradition, but it was a bad idea in my view.

What tradition are you talking about? You still get a festival hat and goodie bags by sitting afk in the district all night. In fact, this event might have set a new precedence where you get even more by not going afk. No one if forcing you to farm anything and you get what you normally expect. Everyone who posts anything negative whining about it is a spoiled brat.

I got lucky, ended up in a pretty good district the third time around.

The first two tries, I kind of figured out what ingredients tended to be missing (people seem to like to get the easy ones and hope they end up in a district with a hardcore farmer), so I specifically went after the toughies for the three hours leading up to the 6 PM EST piggy appearance. So I showed up and was real clutch for my district with a Smoking Remains, a Guardian Moss, a Fiery Crest, and an Igneous Spider Leg (plus a Truffle, Icy Lode Stone, Dragon Root, Kraken Eye, Bonesnap Shell, and Half-Eaten Blob, most of which were also needed). We had it done by the 4 minute mark.

It is very possible to district hop. You can judge before hand if your district is getting there - if it isn't, move! It's also still possible to claim prizes twice, with the higher districts often behind lower ones.
I had this exact experience. I got my pig in dist 75! all the lower ones are full of AFKERs
